Lately we hear a lot about Responsive design, in a nutshell and totally non – technical terms we can define a Responsive design as the ability of elements on a pages to re-size themselves or reconfigure themselves as to look good and make readability easy no matter what screen size it is displayed on whether it is on a PC a laptop a tab or mobile phone.
Therefore it is basically that a responsive design adapts itself to the size of the display for easy reading and it requires not further expert to prove that it would be a better experience if a site is designed as a responsive design.
Having viewership experience in mind, it always wise to make a design for a better viewing experience which will leave a potential customer happy and spend too than a frustrating experience of trying to view on a mobile phone or tab and then look elsewhere.
With a high rate of users using more of mobile phones and tabs than waiting to get back to the desk to hit on a PC, it would be strongly recommended to design a website to a responsive design.

If cost is the factor to decide on make a responsive design then it is again not so in the long run. Agreed it is a little more time taking than making a desktop page version, but again for a mobile phone version a separate version has to be rendered.
